The sources of NGO Fund financing
A possibility to use the means for the non-governmental organisations is connected with Poland entering the European Union and the European Economic Area (EEA). Three countries which are not the members of the European Union, Norway, Iceland and Liechtenstein, and which are the members of the EEA as well as the European Free Trade Association have set a form of non-returnable financial support for less affluent members of the EU. These countries are the ten new members of the EU as well as Greece, Portugal and Spain.
In virtue of "EEA Enlargement Agreement" signed on 14 October 2003 two new instruments of support – the EEA Financial Mechanism and the Norwegian Financial Mechanism. Poland became included in the Financial Mechanisms’ support on 1 May 2004 - that is the day it joined the EU. The European Economic Area Financial Mechanism and the Norwegian Financial Mechanism are managed by the Financial Mechanisms Office in Brussels. The Aim of the Financial Mechanisms is to decrease the social and economic disproportions.
The Non-Governmental Organisations Fund (NGO Fund) has been set within the Financial Mechanisms and intended for the non-governmental organisations to complete non-profit activities which contribute to reducing the economic and social disproportions within the EEA as well as increasing the role of the civil society in Poland and increasing cooperation between Poland and the Donor States. The NGO Fund’s budget is 7% of the amount designed for Poland within the Financial Mechanisms and equals 37,8 million euro. The means will be distributed in open calls for proposals organized in 2007 – 2009.
The Non-Governmental Organisations Fund consists of three lots which will be operated by two independent Operators:
- Democracy and civil society – Operator – „Co-operation Fund” Foundation
- Environmental protection and sustainable development – Operator – ECORYS Polska
- Equal opportunities and social integration – Operator – ECORYS Polska.
The Operators’ task is to distribute the means for the non-governmental organizations. The Operators are to create the criteria of applications selection, grant awarding procedures, reporting instructions along with a description and a plan of activities which will contribute to a correct disposition of grants among the Polish Non-Governmental Organisations.
The "Co-operation Fund" Foundation and ECORYS Polska work on creating similar rules for implementing the fund. Due to different approaches of each of the Operators it is impossible to create a unified procedure for applying and implementing the NGO Fund. Therefore, sometimes there are significant differences. In order to make it easier for the beneficiaries to get familiar with the principles set by the Operators, the "Co-operation Fund" Foundation and ECORYS Polska have built this website. Its aim is to provide detailed information about the lots.
