Five turns of calls for proposals are closed. The contracted projects are in the phase of implementation.

The aim of the "Democracy and Civil Society" component is to increase knowledge and respect of rule of law, development citizenship skills, and citizens’ rights and responsibilities, as well as equality between the sexes. The NGO Fund will support activities that promote the involvement of NGOs and citizens in public life, including their involvement in public scrutiny over state and local government institutions. The Fund will give priority to activities aimed at strengthening non-governmental organisations, which have a major impact on the quality and sustainability of democracy and human rights.
Activities
The following activities are to be supported within the “Democracy and Civil Society” component:
A. Respect of the principles of democracy
B. Improving the knowledge of civil society and democratic processes
C. Expanding institutional capabilities of NGOs and developing the NGO sector

Available Funds
The funds available within the “Democracy and Civil Society” component amount to €12.6 mln.
Intermediary
The Co-operation Fund Foundation has been selected for the Operator of the "Democracy and Civil Society" component. As the NGO Fund OPerator the Foundation develops application procedures, collects and assesses applications, signs contracts with beneficiaries and distributes the financial means. Moreover, the task of the Co-operation Fund Foundation is to monitor projects carried out by beneficiaries and their partners.
Types of supported projects
The following types of projects are to be supported financially within the NGO Fund:
MICRO projects - for the institutional development of organisations commencing their activity (i.e. that have been entered into the National Court Registry or another relevant registry no earlier than 12 months prior to the date of the application submission in a given round of the call for proposals within the Fund for Non-Governmental Organisations), including advancement of qualifications of employees and investments in the infrastructure.
Maximum grant amount - up to 90% of total project costs, i.e.from 5,000 EUR to 15,000 EUR.
The maximum project duration cannot exceed 12 months.
SMALL projects - for the implementation of activities strictly connected with the component's subject areas.
Maximum grant amount - up to 90% of total project costs, i.e.from 5,000 EUR to 50,000 EUR.
The maximum project duration cannot exceed 12 months.
Partnership is possible.
MEDIUM projects - for the implementation of activities strictly connected with the component's subject areas.
Maximum grant amount - up to 90% of total project costs, i.e.from 50,001 EUR to 150,000 EUR.
The maximum project duration cannot exceed 18 months.
Partnership is possible.
LARGE projects - for the implementation of activities strictly connected with the component's subject areas.
Maximum grant amount - up to 90% of total project costs, i.e.from 150,001 EUR to 250,000 EUR.
The maximum project duration cannot exceed 24 months.
Partnership is obligatory.
Partners
To become a project Partner an entity shall meet the following conditions:
- be an organisation or other institution (e.g. local administration units, public institutions, private companies). The project partner neither has to have legal personality nor be registered earlier than 12 months prior to the date of the application submission; natural persons may not fulfil the role of a Partner;
- originate from the EEA/EFTA countries (Iceland, Liechtenstein, Norway or EU-members states: Austria, Belgium, Bulgaria, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Great Britain, Greece, Hungary, Ireland, Italy, Lithuania, Luxembourg, Latvia, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, Sweden), or other neighbouring countries of Poland (Russia, Belarus or Ukraine);
- play a justified part in the implementation of the project goals;
- the participation of the Partner in the project must be non-profit, i.e. the project
- Partner may not obtain any profits from the participation in the project.
