October 22nd, 2007 was a deadline to submit applications for the 2nd call for proposals under the Fund for Non-Governmental Organisations - priority "Democracy and Civic Society". The current edition concerned MICRO, SMALL, MEDIUM and LARGE projects.
Allocation for the 2nd call for proposal amounts 3 400 000 euro:
- 500 000 euro for MICRO projects;
- 1 000 000 euro for SMALL projects;
- 900 000 euro for MEDIUM projects;
- 1 000 000 euro for LARGE projects.

On 12 of November the formal evaluation has been completed.

The results of the formal evaluation was appealed to the Evaluation Committee till 26 of November.
At the meeting held on November 30, 2007 the Evaluation Committee examined the appeals submitted by the Applicants. Among matters to be resolved by the Evaluation Committee there were many appeals concerning the decision of the Intermediary on the rejection of applications on the grounds that no “current extract” from the National Court Registry was attached to the Application. From the other document of the National Court Registry submitted it was not possible to deduce any information concerning the financial standing of the Applicant (debts, liabilities, bankruptcy proceedings, debt enforcement proceedings). The Committee decided to allow the appeals. According to the principle of equal treatment of Applicants the Committee annulled also the decisions of the Intermediary concerning the rejection of all other applications rejected for the same reason but not appealed (submission of the actual, but not appropriate document from the National Court Registry).
Appeals that are judged positively as well as those where rejection was annuled are undergo an evaluation of the project contents.

Finally, 788 applications have been delievered, among them: 303 MICRO projects, 264 SMALL projects, 151 MEDIUM projects and 70 LARGE projects.
EVALUATION OF THE CONTENT
Applications where all formal questions were answered positively were sent to experts for an evaluation of the project contents.
Each application was evaluated by two external independent experts selected through a competition (with the exception of MICRO projects, which were evaluated by one expert). The experts evaluate the project according to the content evaluation criteria setlled for the component 'Democracy and civil society' (described in 'Guidlines for Applicants').
The list of applications evaluated by experts was sent for acceptance to the Evaluation Committee appointed by the Management Board of the Co-operation Fund Foundation.
The Evaluation Committee consists of specialists with a profound knowledge of the non-governmental organisations sector, a representative of the Co-operation Fund Foundation as the Committee's Secretary (without a vote), and observers acting on behalf of the Donor states, National Focal Point and a representative of the second Intermediary of the Fund for Non-Governmental Organisations.
The Evaluation Committee was provided only with projects that have received the highest rating in the final evaluation and the sum total of the grants applied for amounts to 150% of the allocation value assigned for the certain type of projects in a given round of the call for proposals (see chapter 4.3 of these Guidelines).
The Evaluation Committee reserves the right to modify the evaluations made by experts, introduce changes in the project's planned tasks and the budget amount and structure.
In the case of equal ratings assigned by the Evaluation Committee, the financing will be first granted for the implementation of projects submitted by Applicants from regions of the lower social activity and for projects dealing with subjects especially vital from the perspective of NGOF’s goals.
SUBSTANTIVE EVALUATION RESULTS
On 19th of December Evaluation Committee decided about co-financing projects submitted for the II call for proposals:

The Applicants will be informed about the decisions of Evaluation Committee in writing. Each Applicant will receive opinions of experts who evaluated the particular project.
We encourage everyone to submit projects under the 3rd call for proposals. The call for SMALL, MEDIUM, and LARGE projects will be announced on the first quarter of 2008.
