Ladies and Gentlemen,

We are pleased to inform you that as a result of receiving an additional tranche of funds from the Ministry for Regional Development, as well as a favourable exchange rate of euro against zloty, we have more resources to disseminate in 2010 within the third call for proposals to Lot II – Environmental Protection and Sustainable Development.

Additional allocation amount to be disseminated within Lot II amounts to 2 500 000,00 PLN.

Considering the decisions of the Steering Committee from 22nd June 2009 and 10th February 2010, we addressed further Applicants, whose applications were below 34th place on the ranking list, with an information about a possibility to finance their project ideas, reserving that the project timeframe is appropriately changed

We have addressed more Applicants that the allocation amount allows, because we assume that some Applicants may not be able to complete their projects in the remaining time (10 months), and according to the Procedures Handbook pt. 3.1 projects implemented within the NGO Fund have to be completed before the end of 2010. Therefore we wanted to make sure that we can allocate the resources as fast as possible.

Currently, until 19th Februaty we are waiting for proposals of updated schedules for the above mentioned applications, which will be later passed on to the Steering Committee Members.

Ladies and gentlemen, the final decision on assigning a grant will be made by the Steering Committee. Soon we will inform you which Applicants are able to complete their projects in reduced time, and which proposals were accepted by the Committee, as well as the number of projects awarded with grants, together with the amounts they were granted.

Ladies and Gentlemen!

It is a pleasure to announce the results of the third and the last call for proposals for Lot II „Environmental protection and sustainable development”

Compared to previous calls, this contest had lowest interest from the beneficiaries. In total the Operator received 188 applications. It is a surprise to us, because since it was the last call for the environmental lot we expected a larger number of applications from those applicants who did not apply to the NGO fund before, as well as from those organisations which applied before, but did not receive granting. The cause for that may be a lower amount for allocation as compared to previous contests. This time it was 2,6 million Euro, and finally, including the first part of savings, it summed up to 2 734 587

We are pleased to inform you that applications had better quality in comparison with the previous calls. It is confirmed by opinions of the assessors of the projects and analysis or technical assessment. Only 7 applications (not more than 4%) received less than 101 points, and only 4 projects (2% of all applications) did not fit the aims and topic areas of Lot II and within the 1st criterion did not receive the required 50% allowing for further technical

Although it was the third call for applications for the environmental lot, and the fifth call within both lots implemented by ECORYS Polska, again a significant number of applications (30 projects) was rejected at the formal assessment level and did not take part in the further assessment process.

We are also pleased to say that a relatively large number of applications received granting. Despite the tact that the available allocation amount was lower by half, granting was provided for almost 20% of applicants.

Following the statistics we can say that despite the large variety of topics in the environmental lot the greatest interest was paid to activities for raising social awareness (41% of projects) with education and information activities about environmental protection (29% projects). Also, the most represented voivodeship was mazowieckie (17% of applications) and to our surprise śląskie (11% of applications).

Yesterday, on 22nd June 2009 a Steering Committee’s meeting took place, with participation from observers from the Embassy of Norway and the Ministry of Regional Development. The meeting consisted of two parts. The topic of the meeting was first, looking into 10 appeals to the results of the formal assessment made by the Operator, and second, final acceptance of the ranking list and the list of projects qualified for granting.

As a result of analysis of appeals of the Applicants, the Committee unanimously sustained the Operator’s decision on rejecting the projects for formal reasons

In case of a technical assessment, the Committee considered the assessor’s opinions as very competent, and stressed the high value of comments which justify the amount of points given. The Committee did not introduce any changes to the ranking list.

40 Applicants who had received granting in previous calls for proposals, submitted their projects to this call as well. According to the procedures, the overall assessment of their projects was decreased by 10 points. Despite reduced score five applicants have again qualified for granting

Members of the Committee also made a decision about the last two applications which made it to the group recommended for granting (28/S/3/2009 and 164/S/3/2009) and which received the same amount of points - 155,5. However, because of available funds only one of them could receive granting. After a thorough analysis of the above mentioned Applications and the assessors’ assessments the Committee Members unanimously made their decision. Because of the current limit of resources, Application no. 164/S/3/2009 submitted by the Dolny Śląsk Foundation for Eco-development will receive granting. Its budget of 175 000 PLN which can be covered by the available allocation of means, as opposed to the project by the Foundation for Development of Gdańsk University.

As a result of the Committee’s meeting, 31 projects were accepted to receive a grant.

Additionally, the Committee discussed the use of savings which will systematically appear as projects are settled, or the exchange rate of euro is beneficial ( financial pool of the Fund is expressed in Euro, while the amounts the Operator receives for reimbursement are exchanged into zlotys according to the exchange rate from the moment the need for resources arises). Exact value of the additional resources will be known to the Operator at the beginning of Q4 of 2009. Then, depending on the amount of these resources, the Operator will inform further Applicants who are below the 31st place on the ranking list about a possibility for financing of their project ideas (with a reservation of modifying the time framework where necessary). It is very difficult to estimate the amount which will be available, however it seems that with a good exchange rate granting can be provided for up to 10 further applications.

I would like to congratulate those of you who will find themselves on the list of projects qualified to be granted, and all those who despite their hard work find themselves „below the line: and cannot complete their ideas because of a limited amount of resources.

Finally, I would like to thank you for your patience in waiting for the final results and for your understanding in terms of small mistakes in implementation of the Lot. We also thank all organisations for their support during the last two years, and their notes which were very valuable and allowed us to make the system and procedures more efficient and allowed the NGO Fund to be professionally implemented.

Ladies and Gentlemen,
On Friday, 6th March the call for proposals for "Environmental protection and sustainable development" was closed. Until 17:00 - the "zero" hour - only 48 applications were delivered (or sent) to the Operator's office. The situation changed on Monday morning, when the postman came in a lorry with bags full of applications. For a change, during following days, the number of applications sent rapidly decreased, and as of now, we registered 184 applications. We will inform you about the final number of applications, next week.

we are pleased to open the third – and last – call for proposals for Lot II – Environmental protection and sustainable development. We invite you to prepare projects and submit applications.

Below, you can find some information which can be helpful in preparing a Grant Application:

The basic amount of resources to be reimbursed in the third call for Lot II – Environmental protection and sustainable development is 2 600 000 Euro. This amount will be increased by unused resources from previous calls. Information about final size of the budget will be presented after settling the first quarter of 2009 of projects already being implemented.

We invite you to read the Procedures Handbook for Non-Governmental Organisations’ Fund, where you will find information about::

- which organisations and which projects can receive granting from the NGO Fund,

- what regulations apply to the Fund,

- how to prepare and submit grant applications, and

- how are they assessed.

It is good to read chapters devoted to implementation of projects, including those concerning reporting and preparation of payment applications – gathered information will surely be useful in preparing a budget and financial schedule.

At the same time we would like to inform you that the Procedures Handbook for the Non-Governmental Organisations’ Fund was updated – please read the most current version (download). A list of changes is available here.

We want to focus your atention at careful preparation of grant applications from the formal point of view. In previous calls many applications were not complete which unfortunately resulted in rejecting them at the formal assessment level. We ask to check whether the applications you submit are complete and whether they have all necessary attachments.

Ladies and Gentlemen,

using the ocasion of opening new calls for applications for the NGO Fund (the third call for Lot II – Environmental protection and sustainable debelopment and the third call for Lot III – Equal opportunities and social integration) we would like to present our new Applicants with some important rules which are useful in preparing applications from the financial point of view.

First issue is the basis on which the grant is provided.

In general one can say about two models of providing a grant. A model in which assessors who assess the application can make changes into the project’s budget by making decisions on financing only a part of a given activity, as well as a model in which the project and its budget is accepted as a whole.

As the Operator for the NGO Fund in Lots II and III we represent the second approach – assuming that applications submitted by our Applicants are prepared in a sound way and activity costs are thought over, rational and economically calculated.

This approach allows our Beneficiaries to be sure, that at the level of assessment the project’s budget will not be limited, but at the same time faces them with a very hard and demanding task of making all calculations very precisely and with great care.

Why? Because accepting the project to be granted does not mean that all planned costs will be refunded. Only eligible costs will be calculated and returned, as opposed to non-eligible costs – which will nor be calculated and returned. (Detailed information about eligible and ineligible costs can be found in the Procedures Handbook for Non-Governmental Organisations’ Fund, pp. 19-22.) In other words, not limiting the budget at the level of assessment does not mean that all expenses planned in an application will be automatically agreed to.

Each application which receives a grant from the NGO Fund will get a supervisor who, in direct contact with the Beneficiary, will provide help in technical and financial aspects of the projects, while pointing out potential non-eligible costs.

Summing up: While preparing a grant application it is good to learn about these two types of costs and to remember that costs considered by the NGO Fund’s Operator as non-eligible will not be returned.

Second rule which one should follow while preparing a grant application is to make financial calculations in a sound, rational way, basing on market prices. Expenses should be planned in an economical way which leads to getting assumed effects with the lowest possible cost. It is good to remember that reasonability of the budget (that is accordance to the guidelines, coherence and relevance of expenses) is assessed by the assessors and can be decisive in whether the Application receives a grant.

Third rule concerns participation of partners in the project. One should remember that their activities in the project are non-profit, which means that they cannot raise profit from participation in the project.

Fourth rule is that the grant provided for the Beneficiaries for implementation of the projects is provided for specific, planned activities – in such amount and according to such schedule which were presented in the grant Application. Because of that one should not treat the grant as a sum of money which are to be managed freely – increasing or decreasing expenses for particular activities or moving them between quarters. Each planned change in the project has to be reported to the project guardian before its implementation.

The last issue which we would like to point out is the quarterly structure of the budget and the financial schedule. Beneficiaries of the NGO Fund settle their accounts in a quarterly system, which means that expenses should also be planned quarterly. After the application receives a grant, moving the expenses between quarters will require approval from the Operator.

Ladies and Gentlemen,

For the second time this year we are pleased to present the results of the next call for applications to the Environmental Protection and Sustainable Development component.

It could appear that during the second call for proposals and the fourth in total considering two components which are being implemented by Ecorys Polska one should be able to predict both the level of interest in specific component and the level of relevance or subject area of applications. Contrary to our expectations, the number of submitted applications to environmental component was lower than anticipated. We were even more surprised by the quality of submitted applications, which was overall lower compared to last year call. This estimation was not derived only from the analysis of results from applications assessment stage (in the recent call minimum number of points needed to receive funding was lower than in the previous call) but it was also an opinion of assessors.       

The most common problem appearing in the applications was their internal incoherence and irrelevance to the goals and subject areas of the Environmental Protection and Sustainable Development component. We received a lot of projects, which definitely had been prepared for the Equal opportunities and social integration component and just slightly modified aiming at meeting requirements of Environmental protection and sustainable development component. 31 applications were rejected at the stage of formal assessment, which comprise 13% of projects. 17 applications didn’t get 50% of the points for the first criterion of the technical assessment and therefore were not passed to subsequent assessment, and 13 applications received less than 101 points at the technical assessment stage. 

Quoting the statistics we can be proud of considerably higher proportion of successful applications in the total number of submitted applications compared to the previous calls – almost 20% of applicants received funding.

During Applications Assessment Committee’s meeting, which hosted guests from Norway Embassy and second operator of NGO funds, Committee reached the decision with regard to 4 projects, which had gained the same number of points but due to the limited amount of financial resources of the Fund not all of them could receive funding. After becoming familiar with the results of assessors’ assessment and after careful analysis of above mentioned projects the Committee members concluded that projects were of similar quality. As in the previous call the final decision on awarding the funding was based on the comparison of 4 projects with regard to two criteria:

1)    the first criterion of technical assessment (How does the project realise the goals of NGO fund?)
2)    the criterion which assesses the budget of the project,
 
In result of comparison of the number of points awarded by assessors for each of above mentioned criteria following projects were classified as eligible for funding: 209/S/2/2008, 188/S/2/2008 and 136/S/2/2008.

Ladies and Gentlemen, I invite you to look at the ranking list (but I suspect this is what you have already done). I would like to congratulate those of you, who received the funding as well as those, who undertook the challenge to prepare application and who due to limited amount of financial resources of the Fund could not receive funding on this occasion.

Ladies and Gentlemen,

Because of a large number of applications rejected on the formal level during previous calls for applications, below we present the most commonly made formal mistakes, together with examples. It is done in order to avoid similar situations in the call for Applications to Lot II – Environmental protection and sustainable development which closes on 4th July and in further calls next year.

Four main reasons for rejecting Applications during formal assessment:

a)       Applicant doesn’t show evidence for providing financial input as presented in the grant Application,

The Applicant is to present documents certifying the amount of means which is not lower than the amount of financial input presented in the Application. In case when the Applicant submits two Applications for one call, in order to certify the financial input, the Applicant is obliged to show owned financial means or credit standing for each project independently. This requirement is also applicable to cases when financial input is provided by a partner or sponsor.

b)    incorrect bank statement, which doesn’t explicitly certify that the Applicant has financial means presented in the Application as own financial contribution,

According to pt. 4.3.1. of the NGO Fund Procedures Handbook, the bank or credit union statement has to include information concerning the amount of owned means or credit standing of the Applicant. Presenting other information concerning e.g. turnover, incomes, reliability of the Applicant etc. without giving the amount of owned means or credit standing is insufficient.

c)   signatures under the grant Application is not compliant with representation shown in the National Judicial Registry record of the Applicant.

The Application has to be signed according to representation shown in the National Judicial Registry record.

In case when an Application is signed in a different manner than shown in the NJR record or documents stating the representation method, Application should be attached with proper power of attorney for a person/persons signing the grant Application, signed according to representation method of the Applicant. Lack of such Power of Attorney (even if a person/persons signing the Application are formally justified to represent the Applicant) will cause the Application to be rejected.

d)    lack of any required attachments

It is impossible to supplement complete missing appendixes to the Application.

In case when the project has several partners, lack of one letter of intent will be treated as a lack of a full appendix and will cause the Application to be rejected.

Ladies and Gentlemen,
Together with opening the second call for proposals within Lot II – Environmental protection and sustainable development the Operator introduced changes to the Procedures Handbook. The changes do not change regulations and procedures of implementation of the NGO Fund and only aim at making some issues more precise or small corrections to current regulations. The following changes become valid since 30th April 2008.

Changes introduced in the NGO Fund Procedures Handbook:

Point 2.6 Projects which cannot be granted

More precision was added, what activities cannot be granted for

-         activities aimed at financing current costs connected with the Applicant's business,

-         activities based on further distribution of received financing, so called re-granting (transferring received means or their parts to other entities),

-         projects where the Applicant is not the grant recipient,

The above conditions were also added to the technical assessment grid (Lot II and Lot III). In case of planning the above mentioned activities, 0 points will be given for first criterion.

  1. Point 4.2 Eligible costs

In costs coming from specific character of the implemented project, in the point concerning the rest of research and training an entry stating „who are not the Applicant’s employees” was deleted.

  1. In part where not eligible costs within the NGO Fund was presented, it was presented more precisely that eligible costs do not include prizes, bonuses which do not come from the remuneration regulations which are in force for at least 6 months.
  1. The Operator has added a possibility to change the Bank certificate with an other appendix precisely described in the Procedures Handbook, but only in strictly defined cases.

In each place where the Procedures Handbook mentions appendixes required for the Grant application, in places describing documents confirming possession of own contribution the following content was added:

In case of projects co-financed by territorial self-government units the following documents can be presented instead of the bank information or credit union:

a. a certified to be true copy of a budget act for a given year (in case of one-year undertakings). In case when at the moment of Application submission the act was not accepted, the project of the act should be submitted. The budget act should be delivered before Contract for a grant is signed;

b. in case when completion of the project is planned for a future budget year which doesn’t have a budget act yet – an obligation of a partner/sponsor to plan means in the future year budget in a form of an intention act,

c. for long-term undertakings an applicant has to present a Long-term Investment Plan which is an appendix to a budget act, or an intention act – by which one should understand an act on changing or detailing a budget act concerning ensuring means for investment, made by a decision making body of a territorial self government unit. For non-investment parts of the project it should be an act made by a decision making body of a territorial self-government on giving the power of authority for the board to make obligations past a given budget year.

d. a promise from a proper manager of a budget part, that is Voivodeship Office,

 

In case of units subject or supervised by a proper minister – a declaration of a minister about actions for providing co-financing being undertaken

Ladies and Gentlemen
The first call for proposals for lot II – Environmental protection and sustainable development, has been closed with a total number of 370.

Congratulations for all organisations which have submitted their projects and put much work and engagement in the process of preparing the applications.

You have submitted much less applications for activities connected with environmental protection, than for lot II – Equal opportunities and social integration (1232 applications). It was probably caused by a much narrower subject scope of the lot II and a smaller number of organisations working on such projects. Subject scope of the lot II indicated that applications submitted would be connected with environmental protection including endangered species of plants and animals. You have focused on educational activities on environmental protection, popularisation of selective waste collection and renewable energy sources. We have also received projects concerning local tourism and regional promotion including agrotouristic farms which have an increasing popularity in our country.

Focus area which you have chosen the most is education and information activities for environmental protection. It has been chosen 245 times, which is 66% of all projects submitted in this lot. Further focus areas chosen by you, are: conservation of natural heritage (8%), Activities for partnership for ecological efficiency (8%), restructuring the  tourism market with focus on ecology (7%), activities for improvement of social awareness (5%), support for sustainable regional and local development (4%).

Submitted applications included many interesting solutions and innovative ideas, however little attention has been paid to protected areas and local societies and applications on that.

Large geographical diversity can be easily noticed. The most Applications have been submitted from mazowieckie voivodeship (21%), małopolskie (11%) and warmińsko-mazurskie (8%). Lowest number of applications has been submitted from świętokrzyskie voivodeship (1%), opolskie (1%) kujawsko-pomorskie (1%) and lubuskie (2%). It is probably connected with the number of non-governmental organisations registered in particular regions, hence the highest number of applicants comes from Mazovia and Małopolska.

The NGO Fund assumes creation of partnerships and exchange of the best practice between non-governmental organisations in the country and internationally. The biggest number of applicants has created partnerships with Polish partners. In total the number of Polish partners in all applications was 524.

Most often, foreign partnerships were created with: Norway (30), Germany (24), then Holland (9), France (8), Sweden (8), Lithuania (8), Great Britain (8).

We are happy that 11% of applications has received a grant. This is a much greater indicator than in Lot III where the share of applications which received a grant was 3.4%. However, the number of applications rejected for formal reasons is still (similarly to Lot III) significant. In this call, it was 69 applications, a 19% of all submitted ones.

The most frequent formal errors were: a bank statement which does not certify beyond all doubt that the Applicant has the means of 2% of eligible costs, lack of de minimis aid statement, signatures on the application and appendixes inconsistent with the representation method presented in KRS.

We invite all of you, whose applications were rejected, to think about them again, correct them so it will be possible to submit them for the next call.

Formal requirements which you had to fulfil were a necessary minimum, which we have to require from you. Therefore we have to ask you to check all required appendixes more thoroughly.

A newsletter which has been sent to you includes answers to your most crucial questions, examples of best practice together with a description of the most common errors, including formal mistakes made while writing the applications. We hope that it will make your work easier and make applications submitted for further calls better. In case of any questions and doubts you can we are always happy to help you.

ECORYS Polska, the Non-Governmental Organisations’ Fund’s Operator, opens the first call for proposals for Lot II – Environmental protection and sustainable development.

Opening of the call for proposals is on 24 July 2007.

The final date to submit grant applications is 28 September 2007.

An updated Procedures Handbook, which defines regulations for the current call for proposals, along with examples of necessary documents are presented in Download documents tab.

Last week, on 29 June 2007 r. The Operator of two lots within the Non-Governmental Organisations Fund has closed the first call for proposals for Lot III – Equal opportunities and social integration.

The current version of the „Application form” in the Documents for Download section is blocked for filling, because it is being technically updated for the forthcoming call for proposals.

Everyone interested in the call for proposals is invited to download updated documents necessary to submit applications (the NGO FUnd Procedures Handbook, Application form) on the day when the call for proposals for Lot II – Environmental Protection and Sustainable Development is opened, that is  24 July 2007. The call for proposals closes on 28 September 2007.

Four weeks after the call for proposals for Lot III – Equal opportunities and social integration has been opened, we would like to present you with a new, detailed and more precise NGO Fund Procedures Handbook

Regulations and procedures published on 24 April 2007 have not been changed. Applications submitted before these changes have been implemented, that is before 25 May 2007 will be assessed accordingly to the first version of the NGO Fund Procedures Handbook.

On 21 May 2007 an updated version of the Application form has been presented. The application form does not include any technical changes, only corrections of its functioning – font on the printout of the first sheet has been enlarged. A new row has been added. It shows office costs (G9), and has been mistakenly deleted during the last update of the file.

Environmental protection and sustainable development lot is aimed at focusing the society’s attention on the need of keeping a sustainable environment as well as creating possibilities to act and be socially engaged on the local and regional level in urban and rural areas. It also has to promote partnership between non-governmental organisations acting in the environmental protection sector and authorities responsible for implementing the EU and national regulations concerning environmental protection.

The Environmental protection and sustainable development lot consists of the following activities:

  1. Educational and informational activities for the environment
  2. Protection of the natura heritage
  3. Enforcement of environmental protection law
  4. Actions for partnerships for ecological efficiency
  5. Activities for improvement of social awareness
  6. Financial and institutional aspects of sustainable development
  7. Restructuring the tourism market in Poland with special focus on ecology

A detailed scope of these activities will be presented in more detail in the guidelines for the applicants.

Operator
ECORYS Polska Ltd. in a consortium with Kommunalkredit Public Consulting GmbH has been selected for an Operator of the Environmental protection and sustainable development lot. The NGO Fund Operator creates application procedures, collects and assesses the applications, signs contracts with the beneficiaries and disburses the financial means. Moreover ECORYS Polska is to monitor projects made by the applicants and their partners as well control them financially and audit them.
