General information about granting within the NGO Fund

 

It is planned to conduct three editions of the calls for proposals for Lot III through out the whole period of the NGO Fund’s functioning:

An amount of 12.6 m. euro has been assigned for implementation of the projects.

 

Rules and the amount of the granting

 

  • Minimal grant value is 5000 EUR.
  • Maximal grant value is 250 000 EUR.
  • There is no division of projects regarding their implementation period and the amount of the grant applied for.
  • Creation of a partnership is not a condition necessary to submit a project, however it will provide additional points at application assessment.
  • Assessment of a project which has already received granting in previous NGO Fund within Lot II or III, the number of points will be reduced by 10.

 

Applications within the NGO Fund can be submitted only by organisations which:

 

  • have legal personality,
  • are registered for at least 12 months before submitting a grant application,
  • are registered in the area of the Republic of Poland,
  • act on a non-profit or non for profit basis, meaning not to acquire profit or using the profit for statutory aims.

Grant applications within the NGO Fund can especially be submitted by: 

  • foundations and associations;
  • organisations established by churches and/or confessional associations;
  • other non-profit organisation with a separate legal status and acting for public benefit;
  • social partners

 Organs and organisational entities of churches or worship associations cannot submit Applications to the NGO-Fund, as opposed to organisations established by churches or worship associations (ex. entities mentioned in art. 7 pos. 1 pt. 1-5 and art. 8 pos. 1 pts 1-10 of the 17th May 1989 act on the approach of the State towards the Catholic Church, defined in the act as organisational units of the church, cannot submit grant Applications within the Non-Governmental Organisations Fund).

 Organisation without legal personality or registered earlier than 12 months before submitting an application cannot be an Applicant within the NGO Fund. However, it can participate in the project as a partner in co-operation with an NGO which fulfils the Applicant criteria.

 Political parties, organisations created by them or established with their support cannot apply for granting.

 

Appendices required for the Grant Application:

 1.     The Original of the statute, contract or any other document stating the aims and the subject of the Applicant’s activity, or a copy certified for being a true copy by the Applicant or a person/persons authorized by him.

 

2.     The original of the National Legal Registry statement, any correct registry or other document certifying the legal personality of the Applicant along with data on the person authorised to represent the Applicant, issued not later than 6 months before applying. It is also allowed to submit a copy of these documents. The copy has to be certified for being a true copy by the Applicant or a person/persons authorized by him.

 

3.     The original of the documents stating the financial situation of the grant applicant. These documents are: the approved balance, a profit and loss account as well as additional information for the last full accounting period. It is also allowed to submit a copy of these documents. The copy has to be certified for being a true copy by the Applicant or a person/persons authorized by him.

 

 

4.     A letter of intent in Polish or English from the project partner (original or a copy certified for being a true copy by the Applicant or a person/persons authorized by him) – only if applies

 

5.     Valid permits required by law, necessary to begin construction/investment works (original or a copy certified for being a true copy by the Applicant or a person/persons authorized by him) – only if applies.

 

6.     Information from a bank cooperative savings-credit bank in which the Applicant owns an account which certifies the amount of financial means in possession as well as the Applicant’s credit standing. The amount has to be no smaller than 2% of the project’s eligible costs. The information has to be issued not later then 3 months before submitting the Application – in case where the Applicant provides the financial contribution.  

 If the financial contribution is not provided by the Applicant – the project partner’s certificate on supplying the financial contribution of no less than 2% of the eligible project costs along with an information from a bank cooperative savings-credit bank in which the Applicant owns an account which certifies the amount of financial means in possession as well as the Applicant’s credit standing. The amount has to be no smaller than 2% of the project’s eligible costs. The information has to be issued not later than 3 months before submitting the Application.

 In case of projects co-financed by territorial self-government units, instead of information from a bank or a credit union, one can present the following documents:

 a. a copy of a budget act for a given act (in case of one-year undertakings) certified to be true. When at the moment of submitting an application a budget act had not been signed, one has to submit a designed act. The budget act should be submitted before the Contract for a grant is signed;

 b. in case when planned start for project implementation concerns the following budget year, which does not have an accepted budget act – a partner’s/sponsor’s commitment to plan resources in the budget for the following year, made as an act of intent;

 c. for long-time undertakings, the applicant is obliged to present Long-Term Investment Plan, which is an appendix to a budget act, or an intent act, meaning an act on changing or detailing the budget act concerning securing resources for investment undertaken by a stating body of a territorial self-government unit, or for a non-investment part of the project– an act accepted by a territorial self-government’s on authorising the management to make obligations extending a given budget year,

 d. a promise provided from a proper owner of the budget part, meaning Voivodeship Office,

 

In case of units subordinate to, or overseen by a proper minister – a minister’s declaration on undertaking actions for providing co-financing.

The above documents have to confirm the required amount of resources, not lower than the amount of financial input presented in the Application.

 

    7.      Applicant’s declaration on received public support (de minimis support) in a form indicated in Appendix no. 3 of the NGO Fund’s Procedures Guidelines.
